EIM President's Christmas message
Dear Reader,

It is a pleasure to be writing this Christmas message as so much has happened this year and it is useful to reflect upon this, and to look forward to 2008.

As ever the EIM Secretariat has been involved in a number of initiatives on the legislative front ranging from the most recent issues e.g. Freight Orientated Network and Freight Logistics, to topics that were dealt with earlier in the year e.g. the First Railway Package implementation.  Read More...

Multi-Annual Contracts in practice: the British example

EIM has for some time promoted within the “Brussels scene” the concept of Multi Annual Contracts (MAC), which it argues should be adopted by Member States in order to provide Infrastructure Managers a longer term understanding of revenue in order to facilitate better investment planning. This is felt to overcome many of the difficulties encountered through the “stop-start” funding experienced in some European countries.

A practical example of this approach is the “statutory arrangement” found in Great Britain between the infrastructure manager, Network Rail, the Department for Transport and the rail regulatory body (the Office of Rail Regulation (ORR)). Read More...

Impact of a possible ban of creosote on railways

In October 2007, the Swedish Chemicals Agency decided to recommend to the European Commission a ban of the use of creosote throughout the EU. Whilst EIM welcomes and actively supports the European environmental ambitions, consideration needs to be paid to the potential consequences of such an initiative. An immediate ban on creosote could have a major impact on the railways including increasing costs. Read More...

Sustainable Noise Development - Focus on ProRail

EIM continues its series on green credentials and initiatives made by the Independent Rail Infrastructure Managers in Europe. Last InfraConnection (October 2007) reported on the Norwegian Infrastructure Manager’s (Jernbaneverket) use of clean energy, and the efforts made in cooperation with other organisations to provide an external cost calculator for the various modes of transport.
